About the Role We are seeking a highly experienced and independent Internal Project Monitoring Manager (IPMM) to join our Risk Management team. The successful candidate will provide technical oversight and monitoring of construction, renovation, real estate development, and other project-based credit facilities financed by the Bank. The role is critical to ensuring that financed projects are executed according to approved plans, budgets, timelines, and quality standards while safeguarding the Bank interests and minimizing construction-related credit risks.

Key Responsibilities Pre-Disbursement Review Assess project feasibility and constructability. Review architectural, structural, engineering and project documentation. Validate project budgets, cost estimates, Bills of Quantities (BOQs), and implementation schedules. Evaluate contractor qualifications, capacity and experience. Verify statutory approvals and development permits. Identify technical, environmental, health and safety risks. Provide technical input during credit appraisal. Recommend milestone-based disbursement schedules. Project Monitoring Conduct periodic site inspections throughout project lifecycles. Verify compliance with approved designs, specifications and quality standards. Monitor project progress, timelines, workmanship and contractor performance. Ensure compliance with regulatory, environmental and health & safety requirements. Monitor utilization of loan proceeds. Identify project deviations, scope changes and implementation risks. Recommend corrective actions where necessary. Disbursement Certification Verify and certify construction milestones. Assess percentage completion of works. Confirm proper utilization of previous disbursements. Recommend approval, deferment, partial approval or rejection of drawdown requests. Ensure physical progress supports further funding recommendations. Risk Management & Reporting Monitor risks including project delays, cost overruns, contractor performance issues, structural defects, project abandonment and regulatory non-compliance. Prepare technical assessment reports, project progress reports, milestone completion reports, drawdown recommendations, exception reports and final completion reports. Provide technical advisory support to Credit Committees, Risk Management and Business Development teams.

Qualifications & Experience Educational Requirements Bachelor& Degree in Civil Engineering, Building, Construction Management, Structural Engineering, Quantity Surveying, Architecture, or a related discipline. Master& Degree in Construction Management, Engineering, Project Management or Business Administration will be an added advantage. Professional Certifications Candidates with one or more of the following certifications will have an advantage: Registered Engineer Registered Builder Registered Quantity Surveyor Registered Architect PMP (Project Management Professional) PRINCE2 Practitioner Chartered Construction Manager Membership of a recognized professional engineering or construction institution.  Experience Minimum of 10 years post-qualification experience in construction, engineering, project management or infrastructure development. At least 5 years& experience in construction project supervision or monitoring. Experience in banking, mortgage finance, project finance or development finance is highly desirable. Demonstrated experience monitoring large commercial, residential or infrastructure projects. Strong cultural fit and high professional standards.
